3rd Bin Roll out for Household Food Waste

A new food waste regulation (Household Food Waste & Bio-Waste Regulations 2013) has been introduced to ensure food waste produced in the home is composted rather than landfilled. The purpose of the regulation is to treat waste food as a resource. This can only occur if the food waste is composted via a home composter or at a large scale industrial composting facility which allows food waste to be treated and turned into a reusable product.

The regulation only covers households in urban areas so dwellings in rural areas will not be impacted. Under the regulation, households within defined urban areas are legally obliged to segregate food waste from their landfill waste and waste collectors operating in the defined areas are obliged to offer a third bin to enable householders to meet their legal requirement.

The new regulation came into effect in Irelands largest cities in July 2013 while smaller urban areas will be included on a rolling basis. County Kilkennys first area to fall under the regulation was Ferrybank as it was included in the Waterford City environs. The regulation will come into effect in Kilkenny City & environs on the 31st of December with smaller towns falling under the regulation at a later date.

  • Residents of Kilkenny City and its Environs - Steps to take to be on the right side of the LawTo ensure you can comply with the regulations first check the map to see if your house lies within the 3rd bin collection zone which is marked with a red boundary on the accompanying map.
  • If your house lies within the zone and you have a waste collection provider, contact the company and enquire when to expect your 3rd bin/bag delivery.
  • If you do not avail of a collection service but use a local civic amenity/recycling centre, the next time you are at the centre, enquire about their food waste disposal options to ensure you can comply with the law.
  • Home composting is permitted under the regulations but most composters are not able to deal with cooked food waste. Cooked food waste no matter how small the quantity is not permitted into any landfill bin if you live within the 3rd bin collection zone.
  • The Local Authority will be carrying out door to door enquiries in 2014 asking residents to prove that they comply with these regulations therefore all receipts of payments relating to waste management should be kept as proof.
