NOTICE OF PROPOSED DEVELOPMENT BY ALOCAL AUTHORITY

Proposed development by a Local Authority

Section 179 of the Planning and Development Act 2000-2010

Part 8 of the Planning and Development Regulations 2001-2011

In accordance with Part 8, Article 81 of the above Regulations, Kilkenny County Council hereby gives notice of proposals pertaining to the following development:

Vicar Street Coach Park & the R712 Castlecomer Road Improvement Scheme.

The proposals with respect to the above can be summarised as follows:-

Vicar Street Coach Park

The construction of a dedicated coach park capable of catering for in excess of thirteen vehicles with additional limited car-parking spaces available for specific events. The proposed coach park will be located on Local Authority lands currently occupied by Diageo Ireland (Brewery site) between St. Canice’s Place and the River Nore. The entrance to this facility will be via the proposed Kilkenny Central Access Scheme (KCAS).

The works will include for the following:-

  • The construction and delineated of a hard-standing coach parking area.
  • The construction of footpaths to provide pedestrian linkage to the KCAS and beyond.
  • The provision of a new access point onto the KCAS to service the proposed facility.
  • The installation of public lighting within the proposed development.
  • The construction of a surface water drainage system which will be connected into the KCAS surface water drainage system. .
  • The creation of green areas and associated landscaping.

The provision of this Coach Park will be for an interim period pending the permanent development of the Brewery site.

The R712 Castlecomer Road Improvement Scheme

  • The widening of the R712 Castlecomer Road from the proposed KCAS junction to the New Road Roundabout. This will allow for the provision of a two-lane southbound and a one lane northbound carriageway
  • The reconstruction of the New Road Roundabout to provide for increased capacity at same.
  • Pavement improvement.
  • Provision of a 2.0m wide footpath along the proposed realigned section of road.
  • Provision of a 1.5m wide on-road cycle-track in each direction along the R712.
  • The provision of a dedicated right turning lane from the Castlescomer Road onto the New Road.
  • The removal of the old Mart wall and the installation of alternative temporary boundary screening.
  • Upgrading of existing public lighting.
  • Relocation and under grounding, where feasible, of existing overhead and buried utility lines.
  • The up-grading and construction of a surface water drainage system which will be connected into the KCAS surface water drainage system. .
  • The provision of road signage and markings.

The above works are dependant of the construction of the Kilkenny Central Access Scheme.

Plans and particulars of the proposed development will be available for inspection from the Friday 5th April 2013 to Friday 17th May 2013 inclusive, at the following Kilkenny County Council offices:

Submissions or observations with respect to the proposed development dealing with the proper planning and development of the area in which the development will be carried out may be made in writing to:
